The new Qatar fuel station law sets out clear responsibilities for station operators, introduces penalties for violations and allows authorities to suspend fuel supplies or close stations that fail to meet requirements.
What are the new fuel station rules in Qatar?
The Fuel Station Monitoring Committee will inspect stations, check safety standards, review licence applications and assess emergency readiness. It will also help determine which activities are allowed at fuel stations and the safe distances required within their premises.
What must fuel station owners do?
Under Article 6, licensed operators must:
- Meet the required safety standards and obtain committee approval before operating or modifying a station.
- Maintain insurance covering potential damage to employees, visitors, vehicles and third parties.
- Ensure staff receive proper training.
- Prepare emergency response plans in line with Civil Defence requirements.
- Report emergencies immediately and obtain approval before reopening after an emergency.
- Use station facilities only for permitted activities and obtain approval before stopping operations.
What are the fines for breaking Qatar’s fuel station law?
The law introduces fines and other penalties depending on the violation.
| Violation | Penalty |
|---|---|
| Operating a permanently closed station | Up to one year in prison and a fine of up to QR 2 million, or either penalty |
| Establishing or operating a station without a licence, supplying fuel during a suspension, or operating during temporary closure | Fine of up to QR 1 million |
| Using station facilities for unauthorised activities or stopping operations without approval | Fine of up to QR 300,000 |
These penalties are set out in Articles 10, 11 and 12 of the law.
Can a fuel station in Qatar be closed?
Yes. Article 7 establishes a series of measures for violations of operators’ obligations.
Authorities may first notify the operator and allow up to eight months to correct the problem. This period may be extended by up to another eight months, depending on the assessed risk.
If the issue remains unresolved, authorities may suspend fuel supplies, temporarily close the station for up to three months and eventually order permanent closure.
When do the new rules take effect?
Article 17 gives those covered by the law six months from its effective date to bring their operations into compliance. The Minister may extend this period for additional periods of the same length.
The exact effective date should be checked against the law’s commencement provisions before calculating the compliance deadline.
