Qatar France Relations 2026: Key Outcomes of Macron’s Visit

Qatar and France have agreed to deepen cooperation in defence, security, energy, trade and investment following French President Emmanuel Macron’s state visit to Doha on 20 and 21 October 2026. The agreement includes plans to modernise Qatar’s land forces, expand investment in artificial intelligence and technology, and work together on regional security.

The announcement followed talks between the Amir of Qatar, Sheikh Tamim bin Hamad Al-Thani, and President Macron, marking a new step in the two countries’ long-standing strategic partnership.

Qatar and France Expand Defence Cooperation

One of the key outcomes was a plan to modernise the Qatar Amiri Land Forces. The two countries signed a letter of intent to select KNDS France and John Cockerill Defense for the project, with further negotiations still to be completed.

Qatar and France also agreed to strengthen military training, air defence cooperation and security coordination. Their partnership includes cooperation involving Rafale fighter aircraft, radar systems and communication satellites.

A renewed three-year action plan will also support cooperation between the two countries’ interior ministries in homeland security and civil protection.

New Investment Opportunities in Qatar and France

Qatar and France want to expand trade and direct investment across several sectors, including:

  • Energy and energy security
  • Artificial intelligence and quantum technology
  • Cybersecurity and defence industries
  • Transport, infrastructure and smart cities
  • Real estate, tourism and healthcare
  • Education, research and digital technology

The countries also highlighted existing Qatari investments in France and the role of the Qatar Investment Authority in supporting businesses and innovation. Both sides want to explore further opportunities, particularly in emerging technologies.

Qatar and France Discuss Regional Security

Regional developments were another major focus of the talks. Both countries called for diplomatic efforts to reduce tensions and protect freedom of navigation through the Strait of Hormuz.

They also discussed Gaza, Lebanon, Syria, Sudan, Libya and Yemen, reaffirming support for political solutions, humanitarian assistance and regional stability.

On Gaza, the two countries reiterated their support for a two-state solution and called for humanitarian aid to reach people safely and without obstruction. They also stressed the importance of implementing the relevant ceasefire arrangements.

Stronger Ties in Education, Culture and Tourism

Beyond defence and business, Qatar and France plan to strengthen cooperation in education, scientific research, cultural heritage, sports and tourism.

The partnership will support links between universities and cultural institutions, as well as opportunities in the creative industries. Both countries also want to encourage more tourism and exchanges between their people.

The visit reflects a wider effort by Qatar and France to strengthen their strategic relationship and work together on economic growth, security and international challenges.
