Ministry of Education in Qatar Opens Registration for Free and Discounted Private School and Kindergarten Seats

The Ministry of Education and Higher Education in Qatar has officially opened electronic registration for free and discounted private school and kindergarten seats under its Social Responsibility Program. The service is now available through the Maaref Public Services Portal, with applications opening from 20 January 2026.

This major initiative by MoEHE Qatar provides more than 3,500 free and reduced-fee seats across participating private schools and kindergartens. The program is designed to support low-income families and promote equal access to quality education while ensuring long-term academic continuity for students until graduation.

The program includes fully free seats, reduced-fee seats, educational voucher seats for Qatari students, and special free seats for students with disabilities. Some participating schools are also offering completely free evening education programs.

The Ministry of Education confirmed that the service is open to families of all nationalities as long as eligibility requirements are met. Applications must be submitted electronically through the Maaref Public Services Portal.

Who Can Apply

Families of all nationalities can apply provided they meet the income and residency conditions set by MoEHE Qatar. For resident students, the student must not be enrolled in a government school and neither parent should be employed in the government sector.

Seat Categories Covered by the Program

The Ministry of Education offers several categories of support under this initiative:

Fully free study seats
Reduced-fee study seats
Free seats reserved for students with disabilities
Educational voucher seats for Qatari students
Completely free evening education programs in selected schools

Income Eligibility Criteria

Category 1: Free Seats

Qatari families with a monthly income not exceeding QR 25,000
Non-Qatari families with a monthly income not exceeding QR 10,000

Category 2: Reduced-Fee Seats

Qatari families with a monthly income not exceeding QR 25,000
Non-Qatari families with a monthly income not exceeding QR 15,000

Category 3: Educational Voucher Seats for Qataris Only

Qatari students benefiting from educational vouchers with family income not exceeding QR 25,000
Non-Qatari students are not eligible for this category

Nationality is verified using the personal identification number.

Required Documents

Applicants must upload a complete set of documents, including:

Student birth certificate and passport
Last academic certificate if applicable
Student ID card depending on category
Parent personal ID and passport
Employment certificate with gross salary
Bank statement for the last six months
Legal guardianship documents if applicable
Medical reports for disability cases
Family statement and supporting social assistance certificates if applicable
